Job Summary
Our client is seeking to employ a suitably qualified the incumbent in this position will be responsible for maintaining security standards at clients site; and providing a secure workplace to protect authorized personnel, customers, suppliers, contractors, and visitors and safeguard company property.
Duties are:
Compliance
- Ensure compliance with the South African Merchant Shipping Act and Regulations, as amended.
- Ensure access to the site is controlled, and the permit requesting system is adhered to.
- Investigate and report the cause of security accidents/incidents and near misses.
- Ensure security incidents are recorded in the incident management system on the K2 platform and reported to the necessary regulator/authorities.
- Ensure that adequate corrective action is undertaken and recommend preventative measures.
- Compliance: Ensure site is aligned & remains compliant with the Cutler Permit System – manage the process from Permit Request to Permit Approval.
- Compliance: Ensure annual major emergency drill is planned & executed – document in a report in line with the ISPS Code (including vessels).
Security (Site and PFSO)
- Conduct a comprehensive security survey of the facilities, considering the relevant port facility security assessment.
- Ensure that the port facility security plan is updated and maintained.
- Implement and exercise the port facility security plan.
- Conduct six monthly security risk assessments of the site; to ensure control and mitigation measures are in place.
- Conduct security site visits (daily) and ensure all non-conformance is corrected immediately.
- Maintains all security documentation, e.g., meeting minutes and incident reports.
- Coordinates security contractor meetings and keeps minutes of these meetings and actions/assigns findings.
Audit
- Audit the port facility security plan & Ensure business is aligned with the Cutler Security Plan Ensure the Facility Security Officers are adequately trained on the International Ship and Port Security (ISPS) Regulations.
- Liaise and advise the HSSE Manager on the facility’s security.
- Ensure that security equipment and systems (CCTV camera, etc.), if any, are properly operated, tested, and calibrated.
Leadership and Administration
- Ensure appropriate education programs are in place to increase security awareness and vigilance on our sites.
- Accountable for all ISPS requirements for the site and the process owner for the accreditation of the site in terms of the ISPS requirements
- Ensure all security job descriptions and functions are aligned with Site Safety Rules and reviewed every six months per the risk assessment review.
- Manage on-site Security through contractor management of Protea Coin by ensuring compliance of Security officers.
- Develop and review standard operating procedures for site security.
- Conduct regular formal and informal consultations with security officers and shift leaders by reporting and responding to their safety and security concerns.
- Provide overall team leadership to Security staff in implementing their duties. This can be done in consultation with the shift leaders.
Stakeholder Engagement (External and Internal)
- Interface and maintain a good working relationship with Cutler Management Board.
- Liaise with the Port Security Officer and attend Maritime Security Meetings in The Port.
- Maintain communication flow to and from other departments and create positive security awareness.
- Monthly & quarterly reports/presentations to be submitted to management.
- Submit daily Site Rep and monthly reports to Port Security Officer.
- Liaise with the vessel agents and Operational team regarding the ETA of all vessels. Ensure clear communication, orientation & induction regarding Site Rules, Risks & exposures at berths. Ensure the Declaration of Security is signed by the Ship Security Officer.
- Participates in Berth and site walkabouts with any other regulatory body.
General
- Ensure effective and effective communication with all internal and external stakeholders regarding security matters, both ad-hoc and routinely scheduled requirements.
- Prepare management reports and conduct presentations.
- Attend meetings.
Requirements
- Senior Certificate (matric)
- Diploma or Degree in Security or Safety Management
- ISPS Qualification
- Minimum of 5 years’ experience in the field of Port Security Management
- Individual must have security clearance or willingness to undertake such from the intelligence service.
- Accredited with PSIRA and certified.
- PFSO qualification and certified through National Department of Transport
- Either already National Intelligence Agency (NIA) cleared and willing & able to be NIA cleared for security reasons.
Knowledge, Skills, and Abilities Required
- Comprehensive knowledge of the National Ports Act.
- Comprehensive knowledge and understanding of the ISPS Code
- Comprehensive knowledge of risk assessments.
- Knowledge of policies and legislation relating to Security Risks.
- Excellent communication (written and verbal) and report writing skills.
- MS Word, PowerPoint, and Excel.
- Project management.
