Job Summary
Main purpose of the job:
- To strengthen HTS quality assurance, laboratory services and the clinic laboratory interface through quality improvement and technical support to ensure achievement of high-quality services and interventions, in support of the achievement of 95-95-95 targets

Key performance areas:
- Oversee and monitor Clinical Lab interphase activities implementation and provide TA to ensure accurate and reliable results
- Support the pre analytic and post analytic phase of CLI
- Support implementation of e-Labs and follow up of Results for Action reports with different stakeholders in facilities, Sub and District Level
- Oversee the implementation and correct application of all CLI/and 95-95-95 policies and procedures to ensure compliance
- In collaboration with facility and HSS staff, support the implementation of all NHLS, CLI and results management processes in facilities
- Support district and facilities (inclusive of community mobiles) to perform Quarterly SPI-RT, PT, (RTCQI) QIP/interventions and other quality Assessment measures as required to improve quality
- Provide technical support and monitoring for IQC compliance
- Take lead in the development of CLI data management/monitoring and evaluation plans for the DOH and donor reports
- Review TIER.NET/NHLS data to identify gaps in the sub-district and district on specimen and results management
- Develop programme tools such as SOP’s and technical guidelines and contribute to the development of other programme documents as required
- Coordinate and troubleshoot all programme related activities in collaboration with the DoH and internal teams
- Manage the correct application of quality assurance processes and standard operating procedures to ensure corrective actions are taken as required
- Review and implement changes to standard operating procedures to ensure the laboratory services are constantly able to provide a high quality, cost effective and correct results
- Regularly review site level data to identify performance and process gaps for CLI
- Work closely with Senior program managers, Cluster managers, Heath system strengthening project managers and facility level staff to implement quality improvement plans to address identified performance gaps
- Track and monitor the implementation of quality improvement projects, together with facility teams
- Establish and manage effective working relationships with key partners internally and externally to coordinate projects
- Establish linkages with the District and Provincial NHLS counterparts
- Maintain close communication with the Wits RHI M&E team to ensure adequate and regular reporting of CLI programme data to district managers
- Serve as a representative of the CLI programme on both internal and external forums/working groups within the supported district
- Provide feedback to internal and external stakeholders on CLI programme implementation and Quality Improvement initiatives
- Train and develop internal staff and DoH staff to ensure they have the knowledge and skills required as per CLI policies and relevant SOPs
- Facilitate skills transfer from programme staff to DOH counterparts
- Collaborate with the Capacity development team on training programs relevant to the technical area of expertise
- Compile monthly and quarterly reports of activities and disseminate to stakeholders
- Contribute to the development of presentations in the technical area of expertise
- Coordinate dissemination of relevant reports on NHLS and CLI activities to teams and stakeholders
- Take ownership and accountability for tasks and demonstrates effective self-management
- Follow through to ensure that quality and productivity standards of own work are consistently and accurately maintained
- Maintain a positive attitude and respond openly to feedback
- Take ownership for driving own career by participating in ongoing training and development activities
Required minimum education and training:
- National Diploma in Biomedical Technology or equivalent qualification
Required minimum work experience:
- Minimum 3 years post qualification experience
Professional body registration:
- Registered with Health Professions Council of South Africa as Medical Technologist or Medical Scientist
Desirable additional education, work experience and personal abilities:
- Knowledge of principles of Good Clinical Laboratory Practice (GCLP) and Good Clinical Practice (GCP)
- Knowledge of Trakcare, Meditech or similar laboratory information systems
- Knowledge of South African Government health reforms policies
- Knowledge and skill of public health data analysis and interpretation
- Knowledge of the HIV/TB health programme in South Africa
- Working knowledge of accreditation principles such SANAS and PPD
- Computer skills include MS word, Excel, Power-point
- Experience working with donor funded programmes
- Staff management or supervisory experience
- Ability to work under pressure
- Administrative skills
- Excellent verbal and written communication (documents, reports, presentations)
- Excellent project, stakeholder, and people management skills
- Self-motivated, pro-active, and able to work independently and as part of a multidisciplinary team
- Good communication and negotiation skills
- Confident, assertive, and creative
