Purpose Statement
Our client is looking for a highly motivated African Male Project Manager for Training Regulations and Stakeholder Engagements. The Training Programme run through accredited Training Offices is a critical component in qualifying as a Chartered Accountant (CA) or Associate General Accountant (AGA). A formalised period of practical experience is necessary to ensure that newly qualified CAs and AGAs demonstrate the required competence according to the Competency Framework.
The Project Manager: Training Regulations and Stakeholder Engagements will be responsible for managing key elements related to Training Regulations and engaging with stakeholders, including trainees, training officers, and administrators.

Main Outputs for the Position
- Process Applications for Variations to Training Regulations (25%)
- Process and evaluate requests for variations to the Training Regulations, presenting these for review by relevant committees/working groups.
- Re-accreditation and Monitoring Process (5%)
- Assist the Project Director (PD): Learning & Development in responding to training office reports.
- Provide support and guidance to the review team on the interpretation of Training Regulations.
- TCMS Approvals for Exceptions (25%)
- Process approvals for exceptional cases, such as cancellations, suspensions, extensions, and academic remissions.
- Address complex queries from trainees and training officers.
- Collaborate with the TCMS team to propose system and process improvements.
- Legal (25%)
- Monitor and track professional conduct cases related to trainees and training officers.
- Maintain up-to-date records of all professional conduct cases.
- Refer cases to the Professional Conduct Committee (PCC) and engage with legal departments for guidance and updates.
- Provide input at the PCC and disciplinary committee meetings.
- Development of Guidance and Stakeholder Engagements (10%)
- Meet with prospective training offices to explain training programme requirements and accreditation processes.
- Engage with existing training offices to address challenges and improve programme implementation.
- Support trainees with grievances and intervene where training offices are non-compliant.
- Conceptualise and manage trainee events such as summits and workshops.
- Develop and implement regular communication to trainees, including newsletters and updates.
- Supervision and Reporting (5%)
- Supervise daily activities and track progress of tasks within the training team.
- Monitor and report on monthly team activities aligned with individual and departmental scorecards.
- General (5%)
- Perform other functions to enable the department to achieve its strategic goals.
- Provide support for research and strategic initiatives.
Knowledge and Skills
Formal Education
Technical/Legal Certification
- In-depth knowledge of:
- Constitution and by-laws
- Training Regulations

- Quality assurance and accreditation processes
- Professional accountancy education systems
Experience
- At least 2-4 years of relevant experience in a project management or regulatory environment.
- No specific post-qualification experience required; however, the candidate must possess strong administrative, relational, and management skills.
- Interest in developing future CAs and AGAs is essential.

Decision-Making and Accountability
Key Decision-Making Areas
- Interpret and apply the Training Regulations, determining when deviations are needed.
- Advise on potential referrals to the PCC and make decisions about sanctions or deviations.
- Manage complex TCMS approvals for exceptional cases and provide input to the PCC.

- Providing input at the PCC, explaining complex regulatory matters.

- Drafting and editing policy documents, internal and external communications, and responding to stakeholder queries.
