Job Summary
Purpose of the Role
Oversee the operation and maintenance of utility systems, with a specialized focus on large boiler, water and steam generation systems, within our pharmaceutical manufacturing facility.
The Utility Manager will play a crucial role in ensuring the reliable and efficient operation of utility systems to support pharmaceutical production processes.
Oversees the operation and maintenance of buildings and their services.
Their duties include budgeting, sourcing contractors and suppliers and performing strategic planning.
Qualifications:
Minimum 5 years previous experience in Facilities Management
Government Certificate of Competency or working towards GCC
Degree / Diploma in Mechanical, Chemical or Electrical Engineering or similar
Computer literacy: MS Office (proficient in Excel, Word & Power Point)
Experience in Site Facilities and utilities, Service Contract Management & Security Management
Proven experience in budgeting and cost management
Knowledge of Health and Safety Act
Duties
Directly oversee the operation, maintenance, and optimization of utility systems, including but not limited to boilers, chillers, steam generation systems, HVAC systems, compressed air systems, notifier systems, purified water systems, and wastewater treatment systems
Responsible for planning, designing and implementing maintenance programs to optimize the availability and productivity of manufacturing facilities and equipment
Manages a team of individual contributors and multi craft Maintenance Technicians and is accountable for conducting effective performance management
Develops tactical and operational plans for the Maintenance team and supports organizational objectives and business goals by optimizing the productivity and reliability of manufacturing facilities and equipment
Allocates resources to meet objectives and goals and monitors project plans to ensure on-time production schedules
Ensures compliance of engineering repair projects with health and safety regulations
Responsible for managing operational aspects of their team (e.g., workflow, performance, and compliance), as well as ensuring achievement of team goals within established timelines and budgets
Supports and/or leads root cause analysis and implementation of robust solutions to downtime issues related to utilities and facility
Maintains a consistent workflow and productivity of the team, and proactively identifies and resolves operational issues and concerns
Coaches less experienced staff, recommending plans for continual improvement, and consistently evaluates individual and team performance against operational goals
Creates and maintains a training program to ensure the team is up to date with the Utilities technology and industry trends
Develops operating procedures for utilities
Develops and executes maintenance procedures, preventive and corrective maintenance, and equipment files for the utility equipment (GMP and non GMP)
Identifies appropriate spare parts to ensure maximum availability of equipment
Evaluates equipment reliability to identify trends and maximize equipment uptime
Creation and management of appropriate maintenance contracts
Manages/Leads shutdown program
Inspecting a building and its operations to determine vital services, repairs and maintenance
Discussing any required work with the heads of department
Managing building and system emergencies as they arise
Sourcing contractors and suppliers for repairs, maintenance, cleaning, renovations, waste disposal and security
Developing building plans outlining strategies for improving efficiency and reducing costs and forecasting the facility’s future needs
Writing maintenance reports
Responsible for service level agreement expectations and KPIs as a performance management technique to monitor agreed service levels and continuous improvement
Ensures effective management of third-party contractors (e.g. security, cleaning service)
Manage site utilities contracts with Procurement
Reviews and updates all drawings as per applicable changes required
