Job Summary
Purpose of the role
Designs, develops, modifies, adapts and implements short- and long-term solutions to information technology (IT) needs through new and existing applications, systems architecture, network systems and applications infrastructure.
Reviews system requirements and business processes; codes, tests, debugs and implements software solutions.
Manages the Information Technology (IT) infrastructure within an organization, including the physical network (e.g., LANs/WANs, servers, terminals) as well as server applications and software.
Configures, installs, maintains and upgrades server applications and hardware across the group. Sub-functions in IT include Systems, IT Architecture, Security, Applications and Knowledge Management.
Minimum Qualification
Bachelor’s Degree in Engineering, Computer Science or relevant Field
Minimum of 10 Years IT management experience
Healthcare industry experience will secure

Manage business performance of the Group (IT perspective) against longer term strategic and regulatory objectives
Develop and ensure planning and execution of integrated Information Technology strategies
Plan and utilise the available skills for maximum effectiveness and productivity
Support and guide relevant workstreams (outside IT) to achieve operational success
Manage communications, internal clients, projects, budgets and resources as necessary for the portfolio
Advice the Board on future digital strategies and global trends relevant to the Healthcare industry
Information Technology Strategy and Management
Define, update and implement CHG’s IT strategy and manage it across the organisation
Define IT performance metrices based on the CHG’s overall objectives
Lead the development and delivery of strategic IT and Digital objectives in alignment to corporate goals
Lead the design and customisation of technological systems and platforms to improve customer experience
Ensures the security of IT systems and ensures operations adhere to applicable laws and regulations
Develop and oversee the implementation of a sound in-source / out-source strategy
Oversee the development and use the technology infrastructure (networks, systems and applications) at CHG to ensure optimal performance and cost effectiveness
Mitigate risk and prepare contingency plans
Act as a key advisor to EXCO and Board on Human Resources related matters
Identify short-, medium- and long-term risks and ensure mitigation strategies are in place
Ensure compliance with internal and external audit requirements
Identify and manage CHG’s IT risks and ensure governance frameworks and reporting systems are in place to delivery services
Lead and direct the IT function
Lead strategic direction setting and strategic plan for sub-departments in the portfolio in alignment to the company’s vision, mission and values
Establish a functional performance management framework (annual department plan, roles and responsibilities) to enable annual goal tracking
Ensure that all necessary tactical functions, policies and systems are defined, implemented and managed within boundaries and principles of strategic frameworks
Streamline the disciplines in the department and drive alignment, collaboration and synergy between the various stakeholders to provide a comprehensive business solution; establish, integrate and enable the support services
Consult with line managers to plan, control and report on technology activities and performance of the respective business areas
Structure required changes, ensuring they are implemented with change management and strategic engagement of all stakeholders in mind
Drive relationships with stakeholders to enable optimisation of the business value chain
Build and maintain strong vendor relationships and manage contracts and service agreements
Manage interfaces beyond CHG with relevant parties
Participate in management meetings across the business, actively contributing to financial planning, management and measurement
Encourage, establish and maintain strategic relationships across multiple functional areas to enable collaboration, knowledge sharing and optimisation of the business value chain
Drive an integrated service excellence culture, which enables rewarding relationships and exceptional service delivery
Represent the CHG from a technology perspective to potential partners, government and technology trade groups
Work collaboratively with service providers to delivery IT solutions that efficiently enhances capability
Lead a function that builds people, values difference and drives excellence
Supports HR in sourcing IT skills across the business
Manages the performance management / appraisal process and ensure completion thereof
Guide, mentor and manage team members to maximise their contribution and effective service delivery
Ensure knowledge transfer and capability building of staff
Provide continuous leadership of staff ensuring an effective and motivated team
Demonstrate leadership that values differences and creates an inclusive work environment.
Establish people-focused management strategies that maximise employee potential
Establish and oversee the budget that enables achievement of strategic intent of the business
Divide the financial resources optimally among the several business units to achieve strategic objectives
Liaise with CFO regarding costing and revenue decisions
Ensure business strategy of area of accountability is adequately budgeted for to drive the financial performance of the business
Oversee budget to control expenditure and ensure the efficient use of resources
Deliver on the divisions budgeted financial results
Develop and implement business measurement metrics to ensure performance is measured against financial goals agreed for the business areas
Draw up a budget aligned to strategic and tactical delivery plans to facilitate the provision of adequate financial resources; allocate financial resources optimally
Establish and drive reporting best practice for the business
Monitor, measure and report on progress of delivery against baseline plan
Research, collate and present business intelligence to feed into management decisions and support business strategy
Ensure complete, timeous and accurate reporting with appropriate levels of escalation to enable effective decision making
Ensure integrated view and reporting of relevant business information
Deploy an integrated risk management, governance and compliance framework throughout the business
Drive and influence Exco to establish goals, metrics, and priorities for good corporate governance
Collegially establish the IT risk management framework for the CHG
Align IT risk management with organisation-wide risk management
Ensure audit processes, business intelligence and other information is used to analyse data in order to identify and escalate risks
Ensure maintenance of appropriate internal controls and security-related procedures
