Job Summary
The Assistant Resident Engineer (ARE) will assist the Resident Engineer who will be responsible for the supervision of a major and complex road construction project which includes the widening, rehabilitation, relocating of services, traffic management and associated civil works within the GAUTENG area. The project term is approximately 3 years. . He will work closely with and report to the Resident Engineer (RE). The ARE will be part of the site supervision team, that will consist of between 5-10 engineers and related professionals. The team will include a pavement and materials expert.. The ARE will work closely with other experts in the team incl. the Head Office engineer and the staff from the design team. The ARE will be a full-time on-site position. Scope of Work The AREs scope of work comprises the assistance to and delegation from the RE for the execution, management and supervision of all tasks required to perform Construction Monitoring services in terms of the applicable agreements. The ARE reports to the RE and keeps him informed of progress, deviations, possible variation requests, quality management, and of any contractual issue that may arise. The ARE has to draw special attention to the RE on the civil works quality assurance issues, including following the design, specifications and drawings, as well as to keeping timely construction schedules, and to adequate quantity calculation and verification. To work closely with the appointed professional team members Detailed Tasks Assigned The ARE will assist and support the RE. The RE will delegate specific tasks and responsibilities to the ARE, which may consist of the following. Manage, supervise and administer all civil works contracts, incl. progress monitoring; Supervise the works with proper allocation of responsibilities to the individual team members and monitor, train and coach their work to ensure effective execution; Ensure that all design requirements are met to acceptable standards, ascertain quality, and certify and approve stages of construction; Verify drawings, specifications & work schedules process measured work, as well as Contractors claims, approve works and recommend for payments; Liaise with appropriate authorities ensuring all affected utility services are promptly relocated; Approve materials to be used in construction; Ensure Works are executed in accordance with all provisions of the Contracts; Ensure that environmental and social management and that the contractor has his own OHS plan in place and applied; Deliver reports that document compliance/ non-compliance with relevant legislation, regulations and permits and related key performance indicators; Maintain full & detailed permanent site records; Ensure local population is properly informed and involved in the work, through PLOs and other representatives; Conduct training duties (formal and on-the-job training) as per the training component plan; Is expected to make regular inspections. Qualifications and experience Preferable B. Eng degree in civil engineering or a B-Tech in civil engineering. A professional registration from ECSA will be an advantage. Minimum of 5 years practical experience in civil works contract supervision of improvement or new construction of roads. Knowledge and experience with GCC 2015 will be an advantage. Knowledge and experience with COTO 2020 will be an advantage . Knowledge and experience in quality control of road pavement construction Experienced in supervision and quality control of construction of concrete bridges and water crossing structures; Experience in and ability to transfer knowledge to co-workers and staff; Fit and willing to work in a physically demanding work and living environment.
